If you are a manufacturer, retailer or distributor of limited quantities of dangerous goods that are intended for sale to individuals for personal use, you will be affected by this rule. The primary intent is to align marking and labeling standards with International Air Transport Association (IATA) international shipping regulations. The new labels are designed to help facilitate this goal in the transportation industry throughout the country.
The redesign for the ORM-D labels will look unfamiliar at first, but as it goes into effect, this will become the industry standard. The new required label features a 4″ square black diamond with black stripes in the top and bottom points of the diamond. Though the marking is black, it is not required to be on a white background. Instead, it simply be on a contrasting background. The DOT did clarify that the marking need only be black on a contrasting (light-colored) background, so the label could potentially be drawn onto Kraft paper-wrapped packages and still fall within the guidelines. However, it must still conform to the size and shape specifications regardless of where it appears. This will ensure consistency across all packages. A smaller, 2″ label may be used only on packages that will not accommodate the larger label.
Hazmat shipping papers are no longer required, but a hazardous materials fee will apply along with the new regulations. Make sure to note that in your budget and change your shipping procedures accordingly.
For air shipments currently classified as ORM-D, the new label must feature the same black striped ORM-D diamond label featuring a capital “Y” in the center. This label may also be used on ground shipments, so it’s best for companies that ship by both air and ground to use the air transport design on all packages to prevent mistakes in labeling. If you ship solely by ground, you can use either design based on your preferences.
Unlike requirements for ground transport, air shipments must have additional information and paperwork included. Shipping name, UN ID#, and hazmat shipping papers are still required for all air shipments.
